Francis Pettygrove was one of the earliest promoters of the Portland township. He traded fifty dollars worth of goods to William Overton in turn for half the title to the original Donation Land Claim.

After many years of advocating for the city of Portland, Francis Pettygrove left the area and helped to found Port Townsend.
