The Blue Guy, (aka Michael Krupp), is the name for a Portlander who is often seen attired completely in blue. He wears a blue khat-like headdress, and has colored his skin and beard.
He is often spotted on the sidewalks of SW part of downtown, as well as riding the 21 bus, up Burnside.
He is often captured in the press for his frequent appearances at Portland City Council meetings where he critiques current legislation and petitions for stricter laws about riding bikes on side walks.
