One of the many rings on one of Portland's many wet streets...
Tiger Ring?

Horse rings were embedded into the curbs and streets of Portland a century ago, to harness the horses for early Portlandites. Today they've become all but overlooked, and nobody ties horses to them... unless they're tiny plastic horses.
